Why is this strainer so small, you might ask. How can it hold enough tea to even make a tiny cup? You don't actually steep tea in it. This is for pouring-through. Say you have a nice gaiwan or yixing teapot that doesn't include or fit a strainer. What to do? Just throw the leaves straight into the pot, add your water, and when its ready, pour the entire contents of the teapot through this strainer. Since most gaiwans and yixing pots are pretty small you should be able to empty the pot entirely into either a mug, some small tasting cups, or a Cha Hai (see elsewhere on this site).
